Phase II Evironmental Site Assessment (ESA) Case Study
Abstract
Royal Caribbean Cruise Lines LTD retained GeoTech to conduct a Phase II ESA on their facility in Broward County, Florida. Their facility was identified to have high concentrations of arsenic contamination in the soil. GeoTech was selected to confirm the validity of these results. The Phase II ESA involved on site soil sampling for arsenic, in order to verify whether or not the previous soil contamination results were correct.
Discussion and Conclusion
GeoTech mobilized to the site and conducted soil sampling, installing four soil borings in the 0-2 foot interval in the vicinity of the area believed to have the highest arsenic contamination. The soil samples did test positive for low concentrations of arsenic. However, these low concentrations were within the limit established by state law. Despite the arsenic concentrations being within the state set limit, the Broward County Environmental Protection Department (BC-EPD) did not grant this site a No Further Action (NFA) ruling on the grounds that this low level presence of arsenic in the soil might leach into the groundwater, causing further contamination. GeoTech received the lab results and ran several calculations supporting their conclusions that the very low concentrations of arsenic remaining in the soils would naturally attenuate and posed no danger to human health or the environment. The BC-EPD took GeoTechs data into consideration and finally granted GeoTech's NFA request. As a result, no further assessment was necessary.
